Summary
Twenty-four years ago, or so, I recall a meeting at a downtown restaurant with an inexperienced attorney who wanted to replace incumbent City Attorney Ralph Prince. Ralph Prince had served in office for 28 years.
That young man was Jim Penman: Penman, even though he had never practiced much municipal law, or managed a large law office, contended the incumbent city attorney had served long enough and that we needed change for the sake of change.
