If ever there were a situation worthy of declaring a public emergency, it would be San Bernardino's public-safety crisis. And if ever there were a time to pitch a special tax for the purpose of beefing up the police force, this is it.
Yet the City Council has stumbled over placing a general quarter- cent sales tax increase on the ballot to pay for more police officers. It will take a unanimous vote of the council to declare an emergency and so place a general tax measure on the ballot. Such a tax would require only a simple majority for passage preferable to the two-thirds vote a dedicated "special" tax would need. But the tax is proving perhaps a harder sell for certain council members than even for the public. Councilman Neil Derry has flinched at calling an emergency for the purposes of adding a tax to the ballot.
