SAN BERNARDINO - Three City Council members have reached an agreement that could clear the way for developers to seek permission to build new 99-cent stores.

At present, new 99-cent stores and convenience stores are generally prohibited under a 2004 moratorium designed to create a legal force field blocking 12 types of businesses that city officials say contribute to blight. Such businesses include tattoo parlors, smoke shops and small tire shops.
