RIALTO - City leaders still don't have a good plan to pay for sweetened pensions after residents on Election Day sent a clear message that they don't want property taxes raised.

Measure RR, an advisory measure seeking voter input on restoring a property tax to pay for a portion of the city's contribution to the Public Employee Retirement System, was soundly defeated by a "no vote" of 73.76 percent this week.
