SAN BERNARDINO - An appellate court has ordered a High Desert newspaper publisher pay thousands of dollars in sanctions and fees to an attorney for the wife of former county Sheriff Gary Penrod.

The ruling comes as a multi-million dollar libel lawsuit filed by Nancy K. Bohl and The Counseling Team against the publisher nears a trial date in San Bernardino Superior Court.
