Summary

Recently much has been written about the city of San Bernardino and the number of parolees residing here. Our citizenry is plagued by argument about how best to solve the crime and blight that we face as a community, and for some, the removal of parolees seems to be the best answer. It is also the easy answer.

According to The Sun newspaper, there are approximately 1,800 parolees residing within the city limits. The population of our city is approximately 200,000 souls. Jim Mulvihill, in his Point of View published on The Sun's Opinion page, correctly stated that 6 percent to 8 percent of the population commit 50 percent of all crimes. Criminal Justice literature puts the recidivism rate at 70 percent. Using these figures, it can be calculated that at the very most, parolees can only be held accountable for less than 1 percent of the 6 percent to 8 percent of the of the population committing half the crime in the city.
