Summary


The prospect of a new Police Activities League dangles like a plum before San Bernardino's youths after the City Council approved $75,000 for it from its reserve fund last month. But it's going to take more than money to see the promising program come to fruition.

Both the police chief who proposed it and the council members who agreed to it, in lieu of spending any Measure Z money on youth- related programs, must now work to nurture the effort to see it grow to its full potential.
