Summary


Local officials scrambled Wednesday to study President Barack Obama's housing plan and figure out if it would help their communities.

The plan aims to reduce the mortgage payments of homeowners at risk of foreclosure so the payments do not exceed 31 percent of their income. Another aspect of the plan would help some homeowners whose mortgages are worth more than their homes.
