HIGHLAND - The city stands to lose about $1.5 million if Gov. Arnold Schwarzenegger's proposal to take billions from cities and counties to balance the state's budget becomes reality.

At its meeting tonight, the City Council will consider adopting two resolutions that will authorize City Attorney Craig Steele to work with the League of California Cities and local governments that may challenge the proposal.
