SOUTH PASADENA - California's public schools chief Jack O'Connell on Wednesday likened the governor's latest round of proposed state budget cuts to the "dismantling" of California's public education system.

"Education can't be made the scapegoat for this economic crisis," O'Connell said during a visit to Arroyo Vista Elementary School, where he blasted Gov. Arnold Schwarzenegger's proposal to cut an additional $1.3 billion from education spending this year.
