FONTANA - Hoping to stanch sales of so-called safe-and-sane fireworks, the City Council last week introduced an ordinance they say will patch a flawed policy that allows nonprofit groups to peddle the explosives.

"That's the only reason I'm voting for this," said Mayor Mark Nuaimi. "I'm just going to stand back and watch the craziness."
