The second community Empowerment Fair, sponsored by Young Visionaries Youth Leadership Academy in San Bernardino, Operation Phoenix, the Housing Authority of San Bernardino County and the county's Fifth District Supervisor, Josie Gonzales, will be held from 2 to 5 p.m. today in San Bernardino.
