SAN BERNARDINO - When a union president asked school officials to apologize for publishing a supervisors' manual with degrading names for employees, the officials told him to discuss concerns privately with district labor-relations staff.

Linda Hill, school district spokeswoman, said monthly problem- solving sessions between district and union representatives are the best forum for addressing conflicts.
