Summary


If California is to make significant progress in balancing its budget and providing basic government services, the public needs to be assured that the state is doing all it can to be efficient and effective. Unfortunately, that goal has been seriously undermined by state agencies that doled out millions of dollars in interest-free loans in salary and travel advances to public employees, even when California was handing out IOUs in 2009 because of a cash shortage.

Even worse, millions of dollars of those loans have not been repaid because state agencies have failed to take appropriate action.
