As growth in the Inland Empire pushes the populations of several cities close to and beyond 200,000, the idea of changing how city councils and school boards elect representatives grows more attractive to some.

San Bernardino, Pomona and Colton elect council members from districts or wards, as do Riverside and Moreno Valley. Every other city in the region chooses its elected officials through a citywide vote.
