SAN BERNARDINO - A band of red, white and blue balloons stretched across the main foyer of the Central Courthouse downtown as judicial and other public officials rededicated the historic structure, more than eight decades after it was built.

The four-story building on Arrowhead Avenue at Court Street has undergone a massive seismic retrofit and renovation campaign to make it safe during an earthquake and restore its historic lustre.
